Glossary

Forest inventory

Collection of forest inventory data on the forest at the time of taxation.

  • The Forest Law stipulates that the inventory must be carried out at least every 20 years;

  • Data included in the forest inventory:

    • Types of forest land in forest management,

    • koksnes resursiem mežaudžu (nogabalu) līmenī,

    • wood resources at the level of forest stands (districts),

    • forest infrastructure objects (natural roadways, tracks, water intake points, etc.).

  • Forest inventory or taxation is carried out by certified forest appraisers. The list of forest inventory providers can be found here;

  • In the forest inventory, the forest area of the land property is divided into sections;

  • Taking into account the Forest Law and the Forest Felling Regulations, it can be concluded whether and which areas could meet the conditions for felling;

  • The data of the conducted inventory must be submitted to the State Forest Service, which stores them in the State Forest Register. These data are mathematically "increased" once a year, thus providing information closer to reality in the following years after the forest inventory has been carried out.

  • The forest owner can obtain data on the inventory of his forest at the State Forest Service - find more information here.

Felling certificate

A felling certificate or felling permit is a document issued by the State Forestry Service that certifies the legality of a specific planned activity and is considered a permit for this activity.

  • Before starting the economic activity, the forest owner applies to the State Forestry Service and fills out an application in a certain sample form. You can find the application options and price list here.

  • Forestry must issue a certificate or a written refusal within a month from the day of receiving the application. The procedure for obtaining a certificate is determined by the Forest Law. Contact information for forestry and forestry is available here.

  • In the case of maintenance felling - a submission is enough, and if the Forest Service's opinion agrees with the applicant's opinion about compliance with felling, then the owner is issued a certificate of felling.

  • In the case of clear-felling - it is necessary to mark the borders of the clear-felling in the forest and they must be drawn up in a separate document - a sketch of the felling, which must be attached to the application for issuing the certificate of felling. Delineation of felling boundaries and preparation of a felling sketch is carried out by forestry specialists who provide it as a service. Providers of such services should be sought in associations and associations of forest owners, KpDC, some forest appraisers also deal with this. Usually, this service is combined with tree planting in the planned felling and felling evaluation.

Preparation and dating of fellings

The Cabinet of Ministers' "Regulations on felling trees in the forest" must be followed when preparing fellings.
If the owner does not have experience and knowledge, it is preferable to use the help of specialists in planting and planting fellings. Professional services for owners are provided by forest owners' associations, the Center for Forest Consultation and Services and other organizations.

Tree dating is the measurement of trees in a felling area. By doing this, information on the amount of trees in the forest is recorded, which is more accurate than a forest inventory.
Some of the daters also evaluate the cut in monetary terms. In the felling assessment, you can see what the volumes of logs could be by species, thicknesses and quality groups, and what their market value could be. The given calculations can be used to determine the starting price of the auction.

  • After the auction is activated, it is automatically published on the Meža birža website and becomes visible to other website users.

Determining the starting price of the auction

When creating a felling auction, the seller needs to indicate the starting price of the auction. It is the minimum price for which the seller would be willing to sell the felling in case there was only one bidder for it.

  • When entering data about the auction, a starting price recommendation will appear. (Text under the field "Starting price" - "The average value of your cut is ".." EUR", determined based on the data of previously auctioned cuts;
  • If the initial price exceeds the market value, there will be no buyers for the auction and the seller will lose time. If there are no buyers for the auction, the seller can post the auction again, free of charge;
  • If the starting price is listed below market value, it can discourage potential buyers from bidding. Suspicions may arise about incorrectly submitted data (incorrect description of the section or unspecified obstacles or limitations in the cutting of the felling);
  • Factors influencing the price:
    • wood, tree species, their size and location,
    • distance to the road,
    • region, which affects the distance to the buyer of the felling;
  • Determining the approximate market price of fellings is also carried out by forest owners' associations, the Center for Forest Consultation and Services and other organizations.

The Meža birža felling price calculator can also be useful in determining the starting price of the auction.

Felling price calculator

We have developed a felling price calculator where, by choosing the assortment group, the liquid volume to be felled and the region, it is possible to determine the approximate market value of your felling quickly and free of charge.

Registration is not required to use the felling price calculator. The calculator can be found here - Felling price calculator.

Felling purchase agreement

A felling purchase agreement (FPA), like any agreement, is an agreement between the parties - between the seller and the buyer.

  • If you have bid the felling - offered the highest price, then you get the right to conclude an LPA.
  • Agreement on the terms of the LPA is between you and the seller. If one of the conditions of the LPA is still not acceptable to you, it can be supplemented or amended. The coordination depends on the extent to which the seller will be ready to compromise the purchase conditions he has set for the felling to be sold.

Here you can download and familiarize yourself with the sample felling purchase agreement, which is based on the Forest Consulting Services Center (FCSC) sample agreement: Download Felling Agreement Sample.
